These plants were about 60 to 70 cm tall with inflorescence. Comparing them to the description of T. confinis matches them really closely. They are so much larger than the form I submitted earlier (#13705), that I hadn't considered they also might be T. confinis. I also was going by what you had told me for photos we took in June 2015 when we saw this plant at the same location. There were many of them coming into bloom this time at this location. They have very long lower primary bracts which are indeed are caudate and the upper apiculate. I would go with T. confinis as the ID for this plant.
